where are the school watchdogs?

Not that I get the time to do this often enough. But ,when I get the chance, I try to watch the Seattle school board meetings on television. I was watching one of the February meetings and noted that they had been notified that they were to receive between $7-8 Million for each year 2009 and 2010 specifically for special education. This funding was coming from the Recovery Act. I think this is terrific and a huge amount of funding for special education children ($15 Million in a 2 year period). My question is, who is going to make sure this funding is used wisely. Who is the watchdog group? This is an opportunity for our children to receive appropriate and necessary services. It is an opportunity for the School district to finally get its special education programs up with the times. And I would like to see this happen.
